The Balloon Guy is a minor character in "Talking Turkey".
Summary[]
The Balloon Guy is one of the balloon holders of a Mean Bob balloon. When Walt runs through the balloon holders, all of them except him let go, while he still holds on to the balloon which has went up in the air.
He is seen in few more times when Cat chases Walt, the Greasers playing football and the last shot in the episode. His appearances after the parade is a recurring gag in the episode.
